The Morrill Tariff was used by Lincoln in 1961  to break the Confederacy. The Unionists used this to ensure their cotton never got out of the US to Europe. As a result, the Confederates could not buy arms from Europe. Robert Edward Lee  never got to write his side of the story because he lost all his notes and baggage during the defeat
